I WAS only an Ambassadorial Representativeof the President. I took this action because ofDr. Stuart's fifty-odd years experience in Chinaand his character his personality and histemperament. With Dr. Stuart beside me I hadmore than fifty years of vast experienceunprejudiced by personal involvements inChinese partisanship. On his appointment Ifound his advice and leading assistance ofinvaluable help to me. I doubt if there is anyonewhose understanding of Chinese characterhistory and political complications equals thatof Dr. Stuart. His high standard of integritymade his opinions all the more important. It isthe man the character and the general range ofhis experience which appealed to me.
